The Minnesota Family Formation Project is a community based collaborative project to enhance outcomes of the child support program, particularly paternity establishment, by implementing a comprehensive strategy to promote marriage and responsible fatherhood among unmarried parents who are expecting or have recently had a child and who say that marriage is a goal for their relationship. The project objectives are to:

  • Increase paternity establishment and enhance related child support performance indicators (order establishment, payment of support, and payments on arrears)
  • Encourage stable family formation among unmarried new parents in urban communities
  • Promote healthy marriages among unmarried new parents who want to be a couple and who say that marriage is a goal for their relationship
  • Promote responsible fathering
  • Enhance the well-being of children
  • Encourage community support for marriage and family formation among unmarried parents
